    "content": "Mr. Deputy Speaker, Sir, in some counties employees are being paid salaries after three months. This is a question of cash flow and there is no proper management. These are issues that we will canvass about. The Bill is timely and will help us to ensure that we have a functional Commission, which is impartial. It will be a Commission that does not misinterpret its mandate to focus on reduction of the salaries of Members of Parliament only. The Commission should speak to the true aspirations of a country that can sustain itself. I support."
