    "content": "Mr. Deputy Speaker, Sir, Sen. (Dr.) Zani is now a graduate of Oxford University, while I am a graduate of the University of Leeds. Let me come to the Motion. Why register? It is because people do not seem to understand the concept of disability. It is never seen as a demographic that is legitimate. Sometimes people think it is one of those things that we leave for charity. That is where the problem is. Disability is any form of loss of body function that can be as result of injury, illness or a congenital condition. It is really tied to what we call impairment. However, disability is a social construct because it emanates from the interactions between persons with various forms of impairment on one hand and barriers majorly environmental and attitudinal. Environmental include the natural and the built. In cities and homes, particularly, it is the built environment, where we do not have a universal design as to accommodate the needs and concerns of PWDs. There is also the negative attitude of looking down upon persons who have various forms of impairment. This can be traced to our cultures that seek to deemphasize the role of those who are born different.
