You have ended it well; that we should not just know the number of elephants in the country, but we also need to know the number of the PWDs. Hon. Senators, Article 123(2) of the Constitution says that- “When the Senate is to vote on any matter other than a Bill, the Speaker shall rule on whether the matter affects or does not affect counties.” Pursuant to the provisions of the said Article, I rule that this matter does not concern counties. Therefore, the vote of the House on this matter shall be in terms “AYES” and “NOES”. It is popularly known as “a noise vote”."
