    "content": "The Commission whose term has just ended had a problem. Its leadership seemed to be complex. I call it either inferiority or superiority complex in the sense that it was so obsessed with matters of legislators to an extent that it clouded its thought process. It is also important that as we vet these officers, we ensure ultimately that whoever comes to the office is not only competent, but also ideally should be a person who is fresh enough. He should not be a retiree who has gone through his life cycle in the public service. We need somebody who has a fresh mind and the capacity to perform in the public service, but not somebody who is being recycled and given a soft landing after failing elsewhere."
