If the committees are supposed to be a reflection of what is in the House, whenever you give a Member an opportunity to speak within this House and even when you disagree, you, at least, allow them to land on the point they want to make. That is rarely happening in some of the committees. When a committee chair realises that you have taken a certain trajectory, even before you mention something, you are told, “No, we are not doing that one”, without referring to anything."
