    "content": "Thank you, Hon. Speaker. I rise to second the Second Reading of the Land Value Index Laws (Amendment) Bill, 2018. From the outset, Members of the Departmental Committee on Lands looked at this Bill. We also decided to make use of the notes that had been made by the Committee in the 11th Parliament and decided not to reinvent the wheel in areas where they had looked at. I would also like to take note that it is unfortunate that this Bill was deliberated in this House, but it was not finalised because of problems that did not emanate from the National Assembly, but the Senate."
