"content": "Mr. Deputy Speaker, Sir, what steps is the Ministry of Finance, being the co-ordinating Ministry and the one that is charged with the responsibility of financial management, taking to ensure that funds for ESP are not embezzled given that there are a lot of issues surrounding the projects which have started? For example, if you compare the estimates that have been given for the construction of classrooms with how much we spend in our constituencies for constructing the same from the CDF, the difference is just too much. What is the Ministry doing to ensure that the money is not embezzled because there are high chances that there is going to be embezzlement?"
