    "content": " Mr. Deputy Speaker, Sir, I beg to reply. (a) The Board of Mombasa Water and Sewerage Company has so far not been constituted. The reason for this is that my Ministry is consulting with key stakeholders in Mombasa with a view to coming to an agreement on which institutions and individuals will be appointed to the Board. My Ministry is of the view that only reputable qualified persons should sit in this Board. In the meantime, my Ministry will continue to manage water services in Mombasa, in line with the Water Act of 2002. So far, there has been remarkable improvement in areas where there has been no water in the last ten years. (b) I will reconstitute the Board once the leadership and stakeholders agree on membership, which should not exceed nine Members. I will, however, provide oversight on the process, so that it is transparent and successfully concluded as soon as possible."
