    "content": " Mr. Deputy Speaker, Sir, I request that we vote for the Second Reading because in any case, it will not stop the amendments that Members have. However, before we go to the Committee of the Whole, we must go for the workshop to agree on the amendments that we require. This is an argument we have heard before. Maybe Members will agree that we vote on the Second Reading because right now, there is nothing we can do to the Bill. Before we go to the Committee of the Whole, we should come with all the amendments that we will propose in the workshop. That will be useful to all of us because if the Bill is defeated, it will have to go for mediation but it will not add any value and it will lack our contribution. If we allow it to go to the next stage, we can incorporate our comments."
