    "content": "Mr. Deputy Speaker, Sir, the hon. Member is right in the sense that the Water Services Board must play the role of ensuring the water service providers are actually doing their work. However, when they fail to do their work, then the water service board and the Ministry must take over. So, I do agree with him in that way. The Mombasa Water Company failed in the sense that those who can remember last year, we had chaos in Mombasa because the company was not working until we intervened. We will continue to intervene where the companies are failing. But we will continue to build capacities of these companies. They do not have full capacity, but we will continue to do so."
