    "content": "Authority that we are creating. There has to be some conversation to see which ones can be managed by counties and which ones can remain as national Government projects. I wish to state that this is not a Bill that I will support in its current form. I encourage other Senators that if our duty, as captured in Article 96(1) of the Constitution is true – to defend and protect the interests of counties and their Governments – then we cannot be the Senate that sat, while the function of food production was taken away from county governments and taken back to the national Government.
