    "content": "based on the United Kingdom laws or the laws of any other jurisdiction other than the Kenyan laws and enacts an Admiralty Court law. Pursuant to the provisions of Standing Order No. 227, this Petition is hereby committed to the Departmental Committee on Justice and Legal Affairs. The Committee is requested to consider the Petition and report its findings to the House and the Petitioner in accordance with Standing Order No. 227 (2). I also encourage the Committee and indeed any other Member of this House to understand the legislative lacuna identified by the Petitioner with a view to introducing a Bill for consideration by the House in response to this very insightful Petition.
