    "content": "Mr. Deputy Speaker, Sir, the new Constitution will overhaul the law. At the time when the new Constitution was passed, we had a draft Bill on Mining and Minerals which was in line with improvement of the past but the new Constitution has one very important Section which the hon. Member should know. Section 69(1)(a) says that the benefits accrued from the minerals will be shared equitably between the community, the Government, the prospectors and all. That is the main Section that we will overhaul in the new law. We will ensure that everybody benefits. The old law did not give any mineral to a Kenyan but to the Government. That has completely changed because of the new Constitution. I want to assure the hon. Member that the Bill that we are working on will take care of the communities in this country like never before."
