    "content": "THAT, Clause 11 of the Bill be amended— (a) In the proposed new section 26C(1) by deleting paragraph (b) and substituting therefor the following new paragraph— “(b) to make, import, distribute, lend or share accessible format copies by a beneficiary person or authorised entities or persons acting on behalf of a beneficiary person, including the circumvention of any technological protection measures that may be in place, subject to the terms and conditions set out under Regulations.” (b) In the proposed new section 26D by— (c) inserting the word “of” immediately after the word “work” appearing in subsection (1); (d) deleting subsection (4) and substituting therefor the following new subsection— “(4) The resale royalty shall be payable at the rate of five percent of the net sale price on the commercial resale of an artwork and the seller, the art market professional, the seller’s agent and the buyer shall be jointly and severally liable to pay the resale royalty.”"
