    "content": "This one is to correct some typographical areas and harmonise conflicting penalties appearing in Sections 38 (4) and 38 (6) in relation to the same offences. We are trying to harmonise so that in case anybody goes to court, he does not confuse the charges on which penalties will apply. We needed to harmonise and that is what we have done in Clause 21 and nothing else. I propose that we amend as the Bill it is in the Order Paper."
