    "content": "(6) The Copyright Tribunal may order the grant of a certificate of registration or the grant of a license in respect of a copyright work subject to the payment of the applicable fees. The reason is that we want to amend Section 48 of the Act to include the arbitration of disputes between right holders in the mandate of the proposed copyright tribunal and to place the tribunal under the Judiciary as contemplated in Article 169(1)(d) of the Constitution. Initially, this tribunal had been placed under a ministry, but we said it should go to the Judiciary instead of being under the Office of the Attorney-General. I propose that we amend as proposed by the Committee."
