    "content": "As you will recall, in this country people have suffered waiting for compensation until they died. Even their grandchildren continue waiting for compensation. Therefore, this Bill seeks to provide a solution to this matter. It also sets out guidelines for valuation of land so that no one wakes up and decides to determine the price of land. Also, there will be no discrepancies of prices of land in similar areas. It will not depend on who owned the land before. This will prevent some people from selling land at higher prices than others in the same region. Therefore, it will address equity in terms of the land value regardless of whether it was owned by Didmus Barasa, Member of Parliament, a peasant farmer or a woman who sells tomatoes along the roadside."
