    "content": "Mr. Deputy Speaker, Sir, in moving this Motion, I am guided by the newly promulgated Constitution of Kenya. The new Constitution provides for a Revenue Allocation Commission (RAC). It is envisaged that the RAC is going to come up with a formula of distributing revenue in this country. I am also guided by the fact that this country suffered post-election violence in the late 2007 and early 2008. The major issues then were those of resource allocation and positions. Kenya is today at a very important point in her history. It is important that we seize this opportunity to right all the wrongs that have dogged us before."
