    "content": "Madam Temporary Speaker, we cannot debate this matter until we have addressed the issues I am raising under Standing Orders, No.s 1, 134 and137. Allow me to state why I am referring to Standing Order 1. The Ward Equalization Fund Bill was brought before this House for debate earlier. However, because it had significant issues, the House made a resolution to await the report of the Committee before we could proceed with the matter. This is not a simple matter. If we rush it because it has come from the National Assembly or because the leadership has got certain instructions to pass the Bill, we are then going to throw away the baby with the bath water."
