    "content": "(Sen. (Prof.) Kamar): Thank you. In fact, I was starting to wonder whether you were on a point of information and who you were informing. You stood on a point of order, but started informing us. Hon. Senators, the argument that has been brought forward by Sen. Mutula Kilonzo Jnr. was the answer that I was to give to Sen. M. Kajwang. It is true that the First Reading of this Bill was done in May. When a First Reading has taken place, it is expected that the relevant Committee will report back within 30 days, if it indeed goes out to do its work. When the Bill appeared on the Order Paper, we expected the Chairperson and all the Members of the Committee to be here, to inform us if at all they have done anything. The Bill has been on the Order Paper since Tuesday, but they do not seem to have a report. That is the assumption from this point. If they have a report, the House has a right to go to the Second Reading. We expect Members to propose whatever they have. We cannot stop debate of a Bill that is already the property of the House, if a Committee fails to do what is required of it within 30 days. I will now ask the Senate Majority Leader to make a few clarifications, now that I have responded to that."
