    "content": "I want to encourage the Governors out there that the Constitution is very clear. One of the biggest problems that we have in this country – it is an issue of democracy - is where everyone has a right to go to court at every given time, hence delaying the work of a committee for ten months. Eventually, you still have to appear before that Committee because the law is very clear. I think this happens when people understand and interpret things the way they want. The judiciary ought to be looking and sorting out matters that have to do with fiduciary risk. They should look at them and determine whether this is a matter that can be determined by a court. There is no point of a court entertaining a long process. I know that the due process of the law is important and must be followed, but when it comes to a fiduciary risk, we must ask very important questions. I second the proposal by the Chairperson of the Committee that this House looks at reports from regions. This is a matter that we discussed in the Senate Business Committee. Today we are discussing the report of Kajiado County. Tomorrow it will be Narok County and the next day another county. It will take a very long time before this House debates, considers and adopts the reports. I will pursue this matter again in the Senate Business Committee so as to ensure that we have all these issues. I want to be looking at the reports of the Financial Year 2017/2018, but not 2013/2014. With those few remarks, I beg to second."
