    "content": "Thank you, Madam Temporary Speaker. This Motion has come at the right time. The NCA was established expressly to regulate, streamline and build capacity in the building and construction industry. The long and short of this is that they were given the mandate to take on board many skilled Kenyans and to improve on their skills so as to help in the building industry. Madam Temporary Speaker, you will appreciate that you and I spent endless time to ensure the creation of competent vocational, technical training institutes of technology to impact professional training in various cadres of the building and infrastructure industries. However, these young men and women who have been trained in those institutions are lacking jobs."
