    "content": "Madam Temporary Speaker, I note that I only have a few seconds, but I will try and tackle a few issues. Thank you for giving me this opportunity. I rise to support the Motion by Sen. Kasanga. It is very important that we look at the whole Act in terms of management of the contractors in this country. My approach is very different. We have to amend this Act. The Act is very clear. We have to change the Act so that we create certain classes of jobs to ensure that we do not lock out local contractors. Madam Temporary Speaker, it is imperative that we have an audit of all international contractors. This issue of international contractors is just an issue where we politicians and the elite, team up to find a way to make quick money for nothing. There is something the Chinese call a “finder’s fee”. There is the Exim Bank. I commend the President of this country for stopping any new projects. People used to make money using these projects in such a way that they would become brokers for the Chinese because they know the Chinese have a lot of money. They would form some briefcase companies---"
