    "content": "the first part of the prayers is already being addressed by the Public Accounts Committee. With regard to the second part of the prayers, Article 132 of the Constitution vests the responsibility of assigning, directing and coordination of the functions of ministries and government departments to the Presidency, and not this House. This implies that the prayer falls outside the matters within the authority of Parliament. Hon. Members, in view of above, only the first part of the prayers of this Petition is admissible and since the investigations by Public Accounts Committee have been active for quite some time now, I will request the Clerk of the National Assembly to forward the report of the Committee to the Petitioner once the report is tabled.
