    "content": "Order, hon. Members! Order, Maj-Gen. Nkaisserry and Mr. Outa! Hon. Members, I must admit it is fairly tricky but, nonetheless, my own experience, traditions and practices of the House dictate that a Minister can contribute to a Private Members’ Motion on a Wednesday Morning. But it has never been the practice of this House for a Minister or somebody from the Government side to either move or second a Private Member’s Motion on the Floor of the House. Under the circumstances I rule that Mr. ole Metito cannot second this Motion!"
