    "content": "Regarding Mr. Washington Opiyo Sati, we were taken a little bit aback because he is deaf and we did not know how we would go about vetting a person with whom we could not communicate directly. But when we went through the process in the Kenyan Sign Language with an interpreter, Mr. Washington Opiyo Sati answered our questions in a manner that was exemplary. We were convinced he had proper grasp of what work the ombudsman is supposed to do. His record with the Kenya Human Rights Commission is impeccable. He understands what Kenyans expect of him."
