    "content": "We need a substantive RPP. Let us start by looking at ourselves, those who are in charge of political parties. If we promote democracy at that level, we will make the work of the RPP easy, but in a situation where we have all this confusion in political parties, automatically that office will be confused. I support this appointment and plead with Members to allow these Kenyans who have been given this opportunity to serve us. If they have any shortcomings, the law is very clear in terms of how you can replace a commission. I am sure the Chair of Departmental Committee on Justice and Legal Affairs, Hon. Cheptumo, will be more than willing to bring a Motion to this House and claim that so and so is not performing and recommend for their removal. When we start discussing individuals in the light of not performing and we do not consider the environment, we will not be doing service to this country."
