My understanding of Article 114 (2) of the Constitution is that it is not only when a Money Bill comes to Parliament, specifically the National Assembly, that the procedure must be adopted. But it also includes when a Motion that involves money comes to the National Assembly. Therefore, under Article 114 (2), if in the opinion of the Speaker of the National Assembly a Motion makes provision for a matter listed in the definition of a Money Bill, the Assembly may proceed only in accordance with the recommendation of the relevant Committee of the Assembly after taking into account the views of the Cabinet Secretary of the National Treasury."
