    "content": "The fact of the matter is that the debate here is which survey does project the poverty levels of this country better than the other. These are not anchored in any Act of Parliament. Either way, the previous one or this one right now are not enforced by a specific Act to guide that. So, as to the unconstitutionality of this Motion, the Chair is of the opinion that the Motion is constitutional in every sense of it. As to the debate, that is for Members of Parliament now."
