    "content": "Mr. Deputy Speaker, Sir, any time you look at yourself in the mirror and you do not like yourself, you do not break the mirror, but you work on your looks. We have run this country on perceptions. In the last census, we were told that the population of Kibera was one million people. Many non-governmental organizations have benefitted from that perception. The statistics proved to us that we have 170,070 in Kibera. We have a scientifically done survey that was tabled in this House. That scientifically done survey has given us the reality on the ground. We cannot continue running the country on issues of perception."
