    "content": " Initially, the consultation was between the PPP Committee and the county governments. There was a proposal to do away with the PPP Committee. We had to bring an amendment to say that the Cabinet Secretary is the one who will consult county governments. Now that we are bringing back the PPP Committee, then there will be no need of carrying the initial amendment to bring in the Cabinet Secretary. Right now, we are going back to the PPP Committee. So, we have to delete the clause to remove the role of the CS in consulting county government. That is the import of this amendment."
