    "content": "The involvement of county governments in the PPP framework has already been addressed by Clause 12(b) and (c) above. Therefore, the Departmental Committee on Finance and National Planning amendment maybe dropped. That is what my amendment is trying to do. It is to strengthen the bit that the Chair has dropped in Clause 12(b) and (c)."
