    "content": " Hon. Temporary Deputy Chairman, the Chair of the Departmental Committee on Finance and National Planning should listen. The amendment which we have just passed, which was brought by the Leader of the Majority Party, changed Section 57 of the principal Act. The effect of that was to delete whatever is in the current Section 57, which includes the reference to the Cabinet, and replaced it with a new simplified one which read ‘after approval of the project and financial risk assessment report under Section 56, the contracting authority shall execute the contract awarded to the bidder’.
