    "content": " Mr. Deputy Speaker, Sir, for the avoidance of doubt, I rise on behalf of the Government to oppose this Motion. While thanking the efforts of the Mover and what he has gone through to look at the situation and which report is more favourable to some areas than others, the Motion here is about debate on two Government documents. The only authoritative response would be, first of all, to look at what the fundamental differences are between the two documents and why we should be using one and not the other. That analysis should not be based on any emotions, outputs or on us considering that this one favours more than the other one or this one discriminates the other. It should be based on the scientific background of the two documents and the major differences. It will be very important for this House to appreciate and understand the key differences between the documents, their genesis and why this House authorized expenditure upwards of Kshs800 million to update the earlier documents so that we can have a more objective way of knowing the poverty situation in this country."
