    "content": " Mr. Deputy Speaker, Sir, I beg to reply. (a) The current fees being charged to students of TTCs is as follows:- (i) First years pay Kshs38,000 which is inclusive of uniforms, computer charges and rehabilitation fund. (ii) Second years pay Kshs27,775. The fees is payable in two installments in the first and second term of each year. This fees structure has been in existence for the last 16 years. (b) The Ministry of Education has not increased fees charged by primary TTCs. It is only in 2008 when the Ministry increased the Boarding, Equipment and Stores popularly known as (BE&S) Vote from Kshs9,000 to Kshs17,375 per year. This was due to the increased cost of living and also to be in tandem with what is charged to secondary school students."
