It is time, therefore, to call upon the Mover to reply. He has 10 minutes. Is Hon. Baya in the House? He automatically forfeits his chance to reply. We have 10 minutes. I will exercise some discretion and give some Members an opportunity to speak. I will distribute two minutes to each Member. Is Hon. Baya in the House? He is not in.
