"content": "Thank you, Hon. Temporary Deputy Speaker. I am in the unhappy position of spoiling the party as I oppose this Motion. My reasons are twofold. This Motion as drafted - and I had already indicated to my friend, Hon. Baya - is of doubtful constitutionality. First, it talks of the coast region. There is no coast region in the Constitution or any of the laws we apply currently. Secondly, it talks of the Government. We have 48 governments. Either we are talking of the national Government or some specific government. That is not ideal knowing that agriculture is now a devolved function. When we pass a Motion that urges the Government and does not indicate whether it is the national Government or the county government of Kilifi or Mombasa, it is an idle Motion. I oppose the Motion."
