"content": "I rise to support as a Member of Kilifi County. In Kilifi we do not even have a football stadium. We had a budget in Kilifi County Assembly when I was still a Member of County Assembly (MCA) of having a stadium for football and it has not seen the light of the day to date. So, having this as a national programme to have rugby stadia in all counties and not regions is a good idea for our youth.
