    "content": " Mr. Speaker, Sir, I beg to reply. (a) The Treasury has finalized discussions with the Ministry of Education on the modalities of implementing this program and it was found necessary to develop comprehensive guidelines for implementation of the program before these funds are disbursed. Given that this program was brought to Parliament and passed under the budget Vote of the Ministry of Education, I did not consider it prudent to channel the funds through the Constituencies Development Fund (CDF) mechanism since the Ministry of Education is obliged to carry out the critical co-ordination role. A change of mechanism of disbursement of funds will result in unnecessary delay in implementing this program. (b) Discussions are ongoing between the CDF Committee of Parliament and the Ministry of Education on the modalities of implementing the program and we are awaiting the outcome of these deliberations.
