    "content": "Mr. Speaker, Sir, while I appreciate the question, the key issue we need to recognize is that we designed this particular program in a manner that creates involvement at the grassroots level. This is why we may have our own way of doing it, but we thought that it is wise to consult hon. Members through their Committee so that we can have a framework that is acceptable. It has taken time, but I appreciate the fact that, that is an ongoing discussion and I really do not want to terminate that discussion. I think that for us, it is a question of the Ministry of Education and the Committee to really finalize as soon as possible. We are ready to disburse the funds once we have the framework that is acceptable so that we can all move together."
