    "content": " Thank you, Hon. Chairman. The word “petty” in itself is degrading and dehumanising. It makes someone have low self-esteem and performs poorly. I know this is a word which was put by colonialists in 19th Century. So, we have to replace it with “warrant” because in the disciplined forces, you have the warrant to arrest. I remember when I was serving in Eldoret Municipal Council, I used to be given petty cash."
