    "content": "Hon. Chairman, whereas I am supporting the proposed amendment, I am having a problem seeing the distinction between the definition of the “inland waters” and “internal waters”. If you look at the definition of “inland waters”, it means all water masses forming part of the territory of the Republic of Kenya including lakes and rivers but excludes the territorial sea and internal waters. But internal waters are on the landward side of the baseline which still includes river and lakes. Are we not being repetitive?"
