However, the development authorities when they were established by the Government, they were meant to address development along certain river basins. The one I am asking about was supposed to do development along River Athi. The Assistant Minister has said they have done five water pans, what at an average of Kshs3 million comes to Kshs15 million for the last 36 years. Is he convinced that they have done enough for those 36 years to develop the River Athi basin?"
