    "content": "Mr. Speaker, Sir, this is a good question. I also want to inform the House that the number of recruits from the districts depended on the number of people from those communities currently serving in the armed forces. You will appreciate that the new Constitution states very clearly that the number of people employed in the armed forces must be proportionate to the population. Therefore, the number of people to be recruited per district was based on the number of personnel from communities in Kenya. We are able to determine the number every community will get regardless of the number of districts they have. That number is divided by the number of districts that are there. Then we arrive at the number to be recruited. That way, eventually, the armed forces will be clearly representative of the population of this country."
