Speaker, this is a very important piece of legislation and it will go to the annals of history that the 12th Parliament had the opportunity to enact this law that will protect our country from those who transport drugs, those who traffic human beings, those who deal in contraband goods and all other vices within our boarders and the territorial waters of our country. I am sure the Migingo Island which has come to this House a number of times will now have men and women under this institution that will be created by our security sector, who will provide prompt solutions and actions whenever our territorial waters and citizens’ rights are violated."
