    "content": " That is true, Hon. Speaker. When you look at this Constitution, based on Article 119, everybody has the right to bring a petition. When you go further, it talks of amending legislation. The Member’s petition has two sections. There is a section to amend and there is a section for interpretation. So, in this case, he has the right. He represents the people of Kisumu Central. If at all the petition is there, he has a right to bring it to the Floor of the House, based on Article 119. I listened carefully to that petition. It has the element of amending and the element of interpretation. When it comes to interpretation, that is the jurisdiction of the courts. We are here to amend and to legislate. But for purposes of interpretation, that is the jurisdiction of the courts. So, my humble submission is that the committee in charge should be given an opportunity to look into it. We know it is dead on arrival as far as the issue of interpretation is concerned. Remember, within our rules, constitutional matters can be raised at any stage. I hope we remember that, so that we do not tie ourselves. Member for Kiharu."
