    "content": "On the issue of counties, the sentiments that were raised by the Leader of the Majority Party are not about Garissa only, rather, this is happening all over the country. People are employed on clan and tribal basis and on grounds of nepotism. The Public Service Commission (PSC) should intervene. It is a policy maker. It can assist in directing the county public service boards to ensure that people who live there, even the minorities, benefit. There are marginalised communities within the counties. People who did not vote for a governor are normally ignored or left out when it comes to recruitment. With those few remarks, I rise to support the confirmation and approval by this House of one Stephen Kirogo. Thank you."
