    "content": "Mr. Speaker, Sir, when you go to Belgium, the Act was very clear. They knew of it, but ignored it. The worst one is the money which was transferred from the Ministry, and the evidence was given by the Governor of the Central Bank of Kenya. The Governor of the Central Bank of Kenya said that the money was credited to the Development Account of the Ministry of Foreign Affairs. It means, in this case, that the Ministry of Foreign Affairs allocated itself development funds without the approval of Parliament and support from the Minister for Finance. The record is here."
