    "content": " Thank you, Hon. Speaker for giving me the opportunity. As the House is aware, the Departmental Committee on Labour and Social Welfare is established under Standing Order No.216 with the mandate to, among others, consider for approval by the House, appointment of Principal Secretaries (PSs) pursuant to Article 155(3) of the Constitution. The said Article requires His Excellency the President to nominate and, with the approval of the National Assembly, appoint PSs. This is an important function of Parliament which is enshrined in our Constitution."
