Speaker, I beg to move the following Special Motion: THAT, taking into consideration the recommendations of the Departmental Committee on Labour and Social Welfare in their Report on the Vetting of the Nominee for Approval as the Principal Secretary for State Department of Youth, laid on the Table of the House on Tuesday, 7th August 2018, and pursuant to the provisions of Article 155(3)(b) of the Constitution, this House approves the appointment of Dr. Francis Otieno Owino as the Principal Secretary for State Department of Youth. Vetting nominees is one avenue through which the Legislature can hold the Executive to account, on behalf of the people of Kenya.
